Our plan is to go door to door and conduct one
   on one interviews with residents of Monroe
   Township.  We will try to sample from each
   sector of the Township to get opinions and
   feelings to model what the entire township
   believes about the police department.  We
   believe if we can get a person from each
   sector of the township, we will be able to get
   a better view of how people view how
   effective the police department is.
