You may call any adult living within a local call from your home (assuming you live in South Jersey).  It is best to select names "at random" which can mean using a table of random numbers.  However, just pointing your finger blindly at the telephone book gives just as good a result.  It is a good idea to add a random digit to the telephone numbers in the book so as to include people with unlisted telephones.  All interviews must be verifiable - we need the respondents' name and phone number.
